Criticisms of the defences of Malta and Gibraltar and the Government’s weak attitude in the face of Italian bluffing were expressed in the House of Lords by Lord Strabolgi, who said that Italy’s power for mischief was greatly exaggerated. She was extra ordinarily vulnerable and her armies were scattered in Libya, Ethiopia and Spain. The situation at Gibraltar alarmed him. It was not an invulnerable fortress as had once been taught. Lord Strickland appealed for improvement in the defences and an overhaul of politics in Malta. The Marquiss of Dufferin and Ava, replying, said that the defences of Malta were being taken in hand rapidly. ■ Experts did not consider Gibraltar untenable.' Britain’s sole concern in the Mediterranean was an undisturbed highway. A sincere understanding with Italy was one of the main conditions of peace.
