The petition originated in Liverpool, and it was widely supported by all political parties. Tho signatories include leading churchmen, parliamentarians, heads of universities, and royal societies, and noted writers. Foreign loans, credits, trade restrictions, and international exchange are other proposed subjects for inquiry.
