RATIFICATIONS OF AGREEMENT INTERNATIONAL COUNCIL'S RECOMMENDATION (British Official Wireless.) Press Association —By Telegraph—Copyright RUGBY, October 6. An International Sugar Council communication states that the council considered the. ratifications of the international sugar agreement of May, 1937. Fourteen Governments have already ratified the agreement or made declarations under article 4 of the protocol. The ratifications of other countries, which have not yet been forthcoming owing to constitutional or other similar requirements, are expected in the near future. The council resolved to recommend the Governments which ratified or made declarations under the protocol to consider the. agreement as being in force between themselves until further notice. The council came to the conclusion on the best information at present available that the requirements of a free market during the present sugar year are likely to exceed 3,600,000 metric tons raw value. The total export quotas to a free market laid down by agreement for the present year are 3,611,000 metric tons raw value, but various delegates indicated that they may not use all their quotas. It would therefore be premature to make any reduction of the export quotas under article 21 of the agreement. The council reserved the right to review the matter if there is any important change in the situation. The council adjourned until next year.
