GREEN ISLAND BOROUGH

MONTHLY MEETING OF COUNCIL The monthly meeting of the Green Island Borough Council was held on Tuesday, tne mayor (Mr T. M. M‘Ahan) presiding. There -were present: Crs W. |T. Smellie, V. Pringle, E. Hopewell, W, Dickinson, A. M'Gregor, J. Bussell, T. G. Tomkins, G. Orange. PUBLIC WORKS. The Public Works Committee recommended the following:—That Mr T. E. Herbison bo appointed an inspector under The Noxious-Weeds Act, 1908; that permanent employees of the council be permitted to start work at 7.45 and take three-quarters of an hour for lunch; that the following : works be proceeded with:—(a)_ Surfacing of Quarry road and District road :to cemetery; (b) surfacing of Neil I street from Abbotsford road to Binnie i street; (e) , Earl .street footpath to be 1 continued with concrete kerb and 1 channel and asphalt surface to railway station; ,(d) surfacing of. Alexander street between Paterson arid Exmouth : streets with metal where required; (e) ! surfacing of footpath in Birinie street to residence of J. Eade; (f) surfacing of Harraway road footpath to' station with grrivel'; that the' engineer report bn the question of widening Quarry road by acquiring portion of section 1., block 4, 'Burnside. i The recommendations were adopted. RESERVES AND CEMETERY. The Reserves and (Cemetery Committee recommended That inquiries be made with a view to securing options over the “ Glenfoot” properties; that goalposts be removed and wickets bo prepared at Miller Park; that quotations be obtained for cleaning the Cenotaph; that a new tarpaulin be obtained for tthe cemetery; that quotations bo obtained for a new Jnwn 1 mower for the cemetery. The recommendations were adopted. The Engineer, in his report, stated that the plots in the care of the council i had been attended to, and paths and 1 the grass at the Cenotaph had been I mown. At Miller Park the willows had been moved and the filling was being continued, as material was available. The playing area had been rolled with the truck and heavy roller. DRAINAGE. The Drainage Committee recommended that Mr D. Ballantine.be invited to attend the next meeting of the Drainage Committee; that Mr R. Purvis be advised that the council accepts no liability in the matter of alterations to drainage system. The recommendations were adopted. The engineer, in his report, stated that an examination of the main sewer had shown that everything was satisfactory and that conditions were normal at the outfall. The sand had built up round the pipes during the spell of calm weather. "-'The laying of tho main sewer in Glen, Morton, and Thoreau streets' and all house services had been completed, and the work of extending the main sewer from Kempthorne. and Prosser’s to and along Kaikorai Valley road begun. This work involved tunnelling under the old railway line, and would take some time, although good progress was being made. The work was under the supervision of the New Zealand Railways and had to be done to their requirements. The Alexander street extension sewer had been laid and connected to the system sewers originally laid in the lower portion of that street. Work had begun on that portion of Sunnyvale sewer which was not under pressure. On completion of this sewer they would continue to lay that' portion under pressure and connect the same to the inverted syphon near Abbotsford road. The pipes for this portion of the sewer, would be specially made to withstand the pressure under which they were to operate, and would be properly tested. During the past month the work done was; 1,921. feet of Gin sewer; 380 feet of 9ln sewer; 552 feet of house service connection; seven manholes and two lamp holes. WATER AND LIGHTING. In his report on water and lighting the engineer stated that a service had been connected to the new building on the Main road and repairs had been made to the service supplying the Green Island railway station from the Neil street main. The cast-iron main in District road- had given further trouble on account of additional settlement on the road, and had been repaired. If further movement should take place it would be necessary to remove the main into more solid country. _ The consumption for fire and domestic purposes was 3,861,500 gallons, which, for an assumed population of 2,500, amounts to 1C.9 gallons per head per day. Timing clocks had been wound and adjusted, and tho following lights had been _ removed as directed : —Kane’s Crossing (2) and one each at Reid’s, Beale’s, Campbell’s, overbridge, and Westland street. The lamps renewed were four on the Green Island circuit and six on the Burnside circuit. FINANCE. The Finance Committee recommended that the acceptance of the following tenders for alterations to the Town Hall be endorsed:—Alterations, A. M'Laren, £248 10s; lighting, S. J. Andrew, £53 2s 6d; that the council purchase health stamps to the value of £lO. That application be made to have tho following regulations applied to the Borough of Green Island;—Regulations for the control of bakehouses and of butcher shops; regulations for the control of premises used for the sale of fish, for the sale of milk, for the sale of ice cream, and for the control of promises used as eating-houses or for the manufacture and sale of cordials; regulations for the control of cattleyards; that the town clerk present a report to the next meeting of the Finance Committee on the matter of making advances to property owners for draining purposes; that a special grant of £5 5s be made to the St. John Ambulance for their building fund. Tho recommendations were adopted. ENGINEER’S REPORT. The report of the engineer (Mr F. J. Williams') stated, inter alia:— The pay sheets covering a period of two complete fortnights amounted to £ll4 5s 4d The only work done_ on the Dunedin-Invercargiß Main Highway during Sentemher was the cleaning out of the water tables. The road was m fair order. During October it was intended to repair the culvert near Quarry road, permission having been received from the Main Highways Board to carry out the necessary work. No work had been done on the Green Island-Taiori Mouth highway, but patching was required in certain places, and would be attended to as soon as tho weather was suitable. The Kaikorai Valley road had been graded once and * was in fair order.

Building Permits.—Plans and specifications had been examined and permits amounting to £1,559 10s had been recommended for issue. General Works.—The Kirkland street footpath had been repaired. It had been necessary to construct a rubble drain with field pipes on portion of the footpath, and the whole of the asphalt surface had been repaired and topdressed from Church street to York street. The holes in the roadway had been filled with metal and blinded while the men were in the vicinity. The Main Highway in front of M'Donald’s had been graded off to conform with the level of the new concrete korbing, and screenings placed on. it. In Reid street the path from Neill to John streets had been trimmed and asphalted and a stormwater drain inserted and one water service lowered. The corners of the roadway had been repaired, metal being used for this purpose. The upper portion of llcid street had been surfaced. In Alexander street potholes had been filled with metal and blinded. The Thoreau street footpath had been completed, and metal spread at the intersection of Mary and Morton streets. . Works .in hand: Concrete kerbing and ehanelling work, asphalt footpath, Main road—Kane’s to Abbotsford road. Asphalting, phurch street footpath. Asphalting in front of Beveridge’s. The report was adopted. WANDERING CATTLE. Minor discussion' resulted when the question of prosecuting 'first offenders lor breaches of the Impounding Act, 1908, arose. After -some argument Cr Dickinson suggested that first offenders be charged poundage dues • only, but if the offence were- repeated police court proceedings should follow.- Cr Pringle moved that all offenders be prosecuted. No man had any right 'to permit his cattle to wander about the; streets, and if lie did he should be punished. The paying of the poundage dues was not sufficient. Crs Orange, Tomkins,. M'Gregor, and Russell spoke in ‘ approval, and the motion was on the verge of being carried when Cr Dickinson cited an instance of a first offender who was faced with a prosecution and who was not to blame, because the cow had been released from a paddock by some other person. To prosecute a first offender under such circumstances would be most unfair, and he strongly objected to the motion. . . , The Mayor said it was time tne “ cow nuisance ” in the borough was stopped, but he thought no action should be taken against first offenders. Cr Pringle’s motion was then put and carried.
