FORECAST IN NEW SOUTH WALES OPENING 01' STATE PARLIAMENT. Press Association —By Telegraph—Copyright SYDNEY. August L The State Parliament was opened today by Lord Wnkehurst. The Governor's speech forecast a reduction in the special income tax and the wages tax. a long programme of domestic legislation for improvement in social conditions, an extension of tho moratorium covering house ■ property and mortgages, better control of the " Stock Exchange, and an active plan for closer settlement. Air R. AY. D. Weaver was elected Speaker in succession to the late Sir Daniel Levy.
