(Received August 4, at 2 p.m.) At the Vogelensgang jamboree, Lord Badem-Powell inaugurated an Overseas Council as an informal clearing-house for information between the Home Country, the dominions, and India, resulting m closer touch—like a miniature Imperial Conference.
