RATEPAYERS—THINK THIS OYER! On an occasion of a proposal to borrow such a substantial sum as £IOO,OOO for road improvements, it is advisable that those citizens who are entitled to vote upon the question—namely, the ratepayers—should bo thoroughly conversant with the situation. Here, then, are a few facts:; — Since 19& the amount representing the relief given the ratepayer by contributions from the various trading departments of the city has decreased from £30,091 to £16,384, or nearly 50 per cent. This decrease involves the entire disappearance of such contributions from three of the four formerly contributing departments. The expenditure by the City Works Department for the year 1936-37, and the estimated expenditure for 1937-38 is in each case approximately 50 per cent, greater than that of 1935-36 or 1934-35. When the expenditure under the No. 5 scheme over a period of five years is taken into consideration, the money made available for road and footpath maintenance is found to be considerably in excess of that spent during the pre-depression period of five years. The money spent by the Works Department last year was considerably in excess of that allocated for the previous year, while adidtional expenditure is anticipated for the year ending March, 1938. How, then, docs the necessity for the raising of a further £IOO,OOO for this purpose come about? And where is this borrowing policy likely to lead the city ? And it must be remembered that in the near future further heavy finance for drainage loans will be required. And in this case there is no question of a poll. The matter is decided by the Drainage Board and the City Council, and again—the Ratepayer Pays.
