Ratepayers, as a section —and an important section—of the community, are finding the substantial rise in the cost of living generally to he a sufficient burden without having the further penalty of an increase in their rates thrust upon them as the result of the borrowing policy of the City Council. No city, any more than an individual or a firm, can afford to adopt a policy of lavish borrowing when half its rate income is already earmarked for payment of interest and sinking fund charges, as is the case with Dunedin City.
