DR SGHACHT'S PRONOUNCEMENT CHANGE OF POLICY SUGGESTED Press Association—By Telegraph—Copyright LONDON, April 19. (Received April 20, at 11 a.m.) Dr Schacht, in a speech at Munich, prophesied the gradual improvement of Germany’s raw material situation. He said: “We must put up with certain restrictions if wo want to safeguard Germany against attacks from outside. However, the raw materials restrictions ‘have passed their climax, though the food situation will not permit us to free ourselves completely from, foreign imports for a considerable time. Colonies under German administration and German currency would help Germany immensely.” Some foreign commentators interpret Dr Schacht’s speech as being associated with Germany’s changed policy, signifying willingness to cooperate in Europe and restore world trade.
