BRITAIN SIGNS TREATY PERTURBATION IN AMERICA Press Association—By Telegraph—Copyright WASHINGTON, February 21. The Havana correspondent of_ the * New York Times ’ says that information has been received that _a Britsih and Cuban trade treaty has just been signed and permits British firms established in Cuba freely to employ their own nationals. This sole exception to Cuba’s highly nationalistic labour laws is causing much agitation among American business men. No copies of the treaty are available, and_ both the Government and the British Legation hero are making every _ effort to keep the contents secret until it goes to the Senate for ratification. Americans particularly resent the discrimination in view of the advantages Cuba gained in the reciprocity treaty with the United States, and the sugar, quota which America granted the island. They expressed the hope that the same privileges will be accorded to Americans when the present reciprocity treaty terminates in August.
