The 5 Daily Telegraph’s ’ shipping writer says: “ Further details show that Japan’s plan for expanding her mercantile marine is the most ambitious ever launched by any maritime nation in peace time. It aims at increasing her tonnage from 4,000,000 to 8,000,000. The initial programme includes several high-class 26-knot passenger ships, many 20-knot tankers, and 450,000 tons of freighters with speeds of from 17 to 20 knots. It is evident that British, shipping will be the chief sufferer when the Japanese fleet is established.”
