At the League Reform Committee meeting Chile proposed that non-mem-ber States should be consulted on reform of the Covenant, with a view to inducing them to join the League. The committee sympathises with the proposal, but it is considered that, the League, must set its own house in order before inviting others to join. COMMITTEE OF TWENTY-EIGHT SUGGESTIONS TO BE INVESTIGATED. GENEVA, December 17. (Received December 18, at 1.45 p.m.) The League Assembly’s Committee of Twenty-eight has concluded its examination ,of the proposals by various Governments for the better application of the Covenant. It has appointed 11 rapporteurs, who will investigate suggestions and produce reports for discussion at the plenary session.
