QUESTION OF SANCTIONS DECISION MAY BE DELAYED Press Association—By Telegraph—Copyright. LONDON, July 3. The Geneva correspondent of ‘ The Times ’ says that the Assembly’s Coordination Committee has been instructed to prepare a resolution or declaration recommending the cessation of sanctions, if possible including a definite date for their removal in all countries. The decisive meeting will probably be held on Saturday, but progress may be delayed by the Abyssinian delegation’s unexpected action in submitting two resolutions, one inviting the League not to recognise territorial changes effected by force and the other asking for a loan of £10,000,000.

PESSIMISM DEEPENS FRENCH PRESS ADMITS FAILURE. GENEVA, July 3. (Received July 4, at 2 a.m.) The League Business Committee this afternoon drafts a resolution to wind up the proceedings. It will attempt to dispose of Abyssinia’s embarrassing resolutions as quietly as possible. The general pessimism has deepened, and the French, Press does not attempt to disguise the failure, PREVENTION OF WAR LEAGUE STILL MERITS CONFIDENCE. GENEVA, July 3. (Receivedl July 4, at 11 a.m.) Senor Barcia, whose speech was so tragically interrupted, urged that the Covenant did not need reform, but the practice of the spirit in which it was applied. M. Delbos (France) said economic and financial measures alone would not stop; war. The community must bring all means at its disposal, including force, into action at the outset. The solution lay in new regional pacts, or strengthening the existing ones. The League still merited confidence. It had nob succeeded because the weapons of the Covenant were not used -to their full effect.

EVENING SESSION WOMEN’S DESIRE FOR WORLD PEACE. GENEVA, July 3. (Received July 4, at 1.5 p.m.) The Assembly resumed this evening. Miss Herstin Hesselgrin (Sweden)', the only woman speaker, said: “ Women throughout the world are suffering intense anguish from the danger of war. How can women wish to rear children in a world which is so hopeless. You will get women’s collaboration wholeheartedly if you work for peace.” The Mexican delegation informed the President that it would not participate further in the proceedings concerning Italy and Abyssinia and would abstain from voting. It did not agree with the handling of the dispute, hut did not wish to obstruct the work of the Assembly. The Standing Orders Committee agreed to the following draft resolution at the close of the session :—“ If political circumstances have prevented the integral application of the Covenant, the principles of the Covenant remain intact. The Assembly will observe that experience of 16 years’ application of the Covenant necessitates , special study of the functions of the League, i With a view to reinforcing its authority the Assembly invites members to submit observations with a view to study at the next session of the Assembly, and invites the Committee of Co-ordination to consider the situation regarding sanctions, and to recommend to Governments the attitude adoptahle.”

It is believed that the Committee of Co-ordination will recommend a date between July 10 and July 15 for the abolition of sanctions.
