A heavy blow was dealt to the Govormnent by the hostile Conservative Senate majority in rejecting a Rill proposing to amend the Rritish North America Act and the virtual constitution of the Dominion Government. The Rill proposed through amendments to give provinces the right to Impose taxes directly to meet dclds ami relief, ami to sot up a Dominion Loan Council, under which all provincial loans would bo controlled. Mr Meigban, the Senate Conservative leader, insisted that direct taxation for the provinces would .wreck the Confederation,,
