NEW GOVERNOR SAILS FOR ISLAND Press Association—By Telegraph—Copyright SAN FRANCISCO, January 8. (Received January 9, at 1.30 a.m.) Captain Milne, of the United States Navy, the newly appointed Governor of American Samoa, sailed _by the Monterey to take up his appointment. He asserted that the chief duty of the navy at Samoa was to maintain the spirit of fellowship. It was not a matter of fortifications, but of establishing friendship and furnishing the natives with medical and educational services. “ Samoa for the Samoans, not the navy,”- concluded the Governor.
