BRITISH MINISTER'S STATEMENT DIFFICULTIES REGARDING PAYMENT (British Official Wireless.) Press Association —By Telegraph—Copyright RUGBY, November 26. Mr Walter Runciman referred _ last night, in a speech before the National Union of Manufacturers, to recent trade agreements which had already resulted in a considerable increase in exports. Unfortunately, he said, the means of getting payment were not as good as they were. The policy of trade agreements would be continued, but they must bring pressure to bear on those who could pay if they managed their exchange operations properly and if the agreements were carried out in the spirit as well as in the letter. Future agreements will be along the linos, already laid down, but with the addi-1 tion of adequate provision for obtaining payment of goods sent to foreign customers.
