Having already negotiated a treaty with the United States and moved to improve trade conditions with Japan, the Prime Minister (Mr _W. L. Mackenzie King) is now turning his attention to Soviet Russia. The first and most important steps in what is understood to be a general programme to improve commerce between the two countries will be the removal, of the embargo on important items of Russian exports imposed by the Bennett Government in 1930 and the sending of a Canadian trade commis-i sioner. ..
