CHANGES IN PCRTFMS OFFICIAL ANNOUNCEMENT Press Association—By Telegraph—Copyright LONDON. November 22. (Received November 23, at 10 a.m.) The following Cabinet changes are officially announced: — Dominions Secretary: Mr Malcolm MacDonald, Secretary for Colonics: Mr J. H. Thomas. Secretary for War: Mr A. DuffGoopor, whom Mr W. S. Morrison replaces as Financial Secretary lo the Treasury. A few hours before the closing of the poll for three representatives in the House of Commons of the Scottisli Universities the retiring Conservative, Mr Archibald Skelton, died in a nursing home. The returning officer says that if he received sufficient votes he must declare Mr Skelton elected, leaving Parliament to order a now election. LORD HALIFAX'S APPOINTMENT (British Official Wireless.) RUGBY, November 22. (Received November 23, at noon.) Speculations with regard to Mr Baldwin s reconstruction of the Government are brought to an end by the cabled announcement of the appointments, which the King has approved. The new Lord Privy Seal is Lord Halifax,
