THE GOVERNMENT'S PROGRAMME ELECTORAL LAW AMENDMENT CONSIDERED [Per United Press Association.] WELLINGTON, August 13. Sir A. Ransom stated to-day that the plans for the session opening on the 29th were well forward. There would be a number of Bills with the object of amending existing legislation, and he did not anticipate that any difficulty would be experienced in securing their passage through the House. In the event of the Address-in-Reply Debate collapsing unexpectedly, the Government would he, prepared to. go right ahead with its legislative programme. ■ It is understood that the proposal ia amend the electoral laws to provide for legislation on the voting system Ha* received some consideration from Cabinet, but that any decision is being deferred until the return of Messrs Forbes and Coates. Similarly the question of the representation of the South Island has also been deferred. As a census will not be taken until next year, th# coming election null probably be fought on the existing electoral boundaries,: but it appears certain that after th* completion of the census and _the meeting of the Boundaries Commission, the South Island will lose two seats in favour of the North. It is understood that the Government has considered this question, and that there may be an amendment of the law to provide for. - different system of readjustment.
