NO HIGH COURT JUDGE [From Our Correspondent.] WELLINGTON, Juno 37. An administrative economy is operating in Samoa in connection with the position of the judge of the High Court. Judge Luxford, who held this office, returned to Now Zealand last December, and the vacancy has not been filled, the Department of External Affairs having arranged with the New Zealand Justice Department to provide a stipendiary magistrate when required, to hold sittings in Samoa, minor cases being dealt with as they arise by the resident Commissioner of the High Court. Judge Luxford, who has made one visit to Samoa under the new arrangement, usually carries out the duties of stipendiary magistrate in New Zealand, and the mandated territory is so free from serious, crime that there is generally a long interval between the visits of New Zealand administrators of justice.
