ANGLO-DOMINION DISCUSSIONS NEW ZEALAND’S ATTITUDE Press Association —By Telegraph—Copyright ' f LONDON, May 18. Mr Walter Elliot (Minister of Agriculture), addressing farmers at Northampton, said the White Paper on agricultural policy would not be changed, although he could not make a statement during the negotiations. The Government held firmly to it and did not intend acquiescing in -the ruin of the British live stock industry. The Australian Press Association learns that New Zealand circles are surprised at Mr Elliot strongly declaring that the White Paper on the meat policy would not be changed. They express the opinion that the purpose of the Angle-dominion discussions, beginnnig on Tuesday, is to try to arrive at mutually acceptable raodfications of the policies. New-Zealand considers that a levy without Governmentimposed quantitative restriction, leaving the trade alone to control shipments, would only result in chaos and further depression of prices. New Zealand prefers limitation of supplies to tariffs, taking the view that the import duties in a sellers’ market like Britain, to which there was no alternative, must fall on the producers rather than on the consumers. Consequently New Zealand is strongly opposed to tariffs on all her meat shipments, of which mutton and lamb largely predominate, in the interest of the beef industry in Britain and other dominions, in which her interest is small. “HAMPERING AGREEMENTS" LONDON, May 18. The ‘ Daily Mail ’ says: “ The feeling of the dominions against a levy on the dominions’ meat and a restriction ot the quantity might be overcome if itwas made clear that they would continue only until our hampering agreements with certain foreign countries expire. Agreements should be replaced with straight tariffs at the * earliest moment.”
