(Received April 2, at 11 a.m.) The Chamber of Deputies passed, on a show of bands, a Bill creating a charter for the Air Force, regulating cadres, enlistment, promotion, and pay. General Denain (Air Minister) announced the speeding-up of the construction of aeroplanes, to enable France by the end of 1935 to possess an air fleet equal to that of Germany. He added that the other European nations were not ahead of France in technique and equipment, which were envied everywhere. France was perhaps inferior in certain details, but the country could not always ,be first everywhere. France hoped for great things from the Air Convention, but she would be ready alone to carry out reprisals justified by aggression. The Air Force’s personnel would be trained night and day for the task.

M. Renaitour (rapporteur), a distinguished airman, said that Russia alone was aerially ahead of France; but Germany had so developed her factories that she would be able to outstrip her neighbours, if she had not already done so.
