Bennett told the Commercial Travellers’ Association. “ That is not a prophecy, but a promise.” Sir Robert Falconer urged the formation of a full-time Ministry of Foreign Affairs for Canada. He said that if Britain formed an alliance with Japan, Canada would be forced to take a stand as between Britain and the United States. “We must not be crushed by inherited hatreds, and the Pacific must not become for us a Europe.”
