ARRANGEMENTS FOR SAAR PLEBISCITE COUNCIL TO CONSIDER YUGOSLAV MEMORANDUM (British Official Wireless.) Press Association—By Telegraph—Copyright RUGBY, November 29. (Received November 30, at noon.) Geneva announces that the League of Nations has been convened for December 5, to begin discussions of the arrangements for the Saar plebiscite. At its conclusion, the council will have before it the memorandum received from the Yugoslav Government in reference to incidents connected with the assassination of King Alexander.
