(Received November 16, at 10 a.m.) King Carol’s and Prince Michael’s carriage was closely guarded when they drove through the streets for the opening of Parliament. Nobody was allowed to occupy windows. King Carol, in his Speech from the Throne, declared that Rumania desired peace. Nevertheless, owing to recent international events the army needed immediate overhauling in preparation for any eventuality.
