CONSOLIDATING HIS FORCES MR RIGHBERG'S NEW POST Press Association—By Telegraph—Copyright. WASHINGTON, October 31. (Received November 2, at 1 a.m.) In an executive order consolidating the Executive Council with the National Emergency Council, President Roosevelt to-day made M. Ricbbcrg virtually his first assistant as Minister without portfolio. The new organisation includes every Cabinet officer and the executive heads of the major permanent and relief agencies, with Mr Richberg as executive director.
