THE DISARMAMENT CONFERENCE MOVE BY RUSSIA Press Association—By Telegraph—Copyright. GENEVA, September 26. (Received September 27, at 12.5 p.m.) M. Litvinoff disclosed a Soviet move to end or mend the Disarmament Conference by demanding a report from Mr Henderson on the present state of the conference’s work in order to enable the League Council to decide procedure. M. Litvinoff candidly expressed the opinion that the conference had outlived its usefulness, and that more practical results could be obtained by transferring arms talk to the council.
