A HOWLING DOG.

TO THE EDITOR. Sir, —The milk question is not the only one which needs clearing up in Mosgiel. There is the dog nuisance, in mv street one dog howls practically all, night and a good part of the day, and if any humane person saw the dog's living quarters he would not wonder at the poor dog howling. Its kennel consists of a small packing case and the dog has no other shelter from the weather. On wet days and nights the poor thing has to stand on top pi the kennel when it gets tired of crouching inside tbe small box. The howling of that dog is a perfect horror to the people living in its vicinity.—l am, etc., Jso Sleei’. September 26.
