(Received August 28, at 10 a.m.) The police are rescuing hundreds of refugees who were cut off by the floods in Bihar. The situation is worst at Arrah and Monghyr, where the loss of human life must have been considerable. Thousands of head' of cattle were drowned, and tremendous devastation is reported. The Ganges is now reported to be falling.
