CHANGES IN ITALY'S CONSTITUTION OPENING OF LAST PARLIAMENT frtu Association —By Telegraph—Copyright. HOME, April 28. . ■ The King opened what is expected will be the last Italian Parliament, owing to - Signor Mussolini s plan to place the economic legislation in the hand* of the National Council Corpoi ations, while the other powers will be vested in the Fascist Grand Council. His-Majesty emphasised that Italy desired peace for the longest period possible, the greatest guarantee of which was the efficiency of Italy’s armed forces. He stressed the necessity for the balancing of the Budget, affirmed adherence to' the gold standard, and recalled the statement when he inaugurated the Legislature in April, 1929, that State action in modern so--1 pieties could not bo limited to social life. He added that Italy had been an advance guard, leading the way to a new form of government. Indeed, it had not awaited the world crisis in the autumn of 1929 in order to ensure better discipline for controlling of economic forces, in which it had been followed by other nations, although by . different means. It was now evident that new tasks could only bo achieved by changes in the Constitution, which the Italians had accSpted at the election on March 25. It was noticed that in Signor Mussolini’s reading of the oath of the king to the deputies he omitted the customary words “ and his royal successors.”
