A proposal whereby a “ legal lottery ” would be permitted in New York City for the purposes of relief for the needy is expected to be introduced shortly in the State Legislature. A club in which there will bo.unlimited membership at 25d01.. each will bo formed and twenty-four officers with salaries ranging from 2,500du1. to 50.000d01., with a total of 170,000d0h, will be chosen by lot twice a year. It is expected that 20,000,000d01. annually will, bo derived.
