Press Association—By Telegraph—Copyright, RUGBY, February 7: The Under-Secretary for the Colonies (Mr Malcolm MacDonald), in the House of Commons, said he understood that negotiations between various interests with regard to the prospects of rubber restriction schemes were still proceeding, but had not yet reached a stage when the schemes could be submitted to the Governments concerned.
