QUESTION OF QUOTAS SITUATION CONFUSED Press Association —By Telegraph—Copyright. WASHINGTON, February 6. With the second liquor quota period opening on March 1, the import situation continues to be as confused as ever. The larger exporting' countries are still negotiating for increased quotas, but the smaller exporting countries for the greater part are in the dark concerning the allotments that will be made them. No official quota was asked for Australia in the first quota period, which closed on January 12, but 30,000 gallons are asked for the second quota period, closing on April 30. Since there will be six annual quota periods it is thought here that Australian exporters might keep supplies in American bonded warehouses in order to be able to take prompt advantage of quota allowance notifications m future,
