Neither the British Note nor Mr Runcimau’s speech has modified the French attitude with regard to quotas. France is determined to raise her trade balance. She declares that she will bargain and will not make presents. She has not invidiously treated Britain, whose threat will encounter determined action. A British authority envisages the possibility of an Anglo-French trade war.
