He sent a letter to the Colonial Office and the Board of Trade opposing the International Tin Committee’s proposal to form a “ buffer pool,” consisting of B,ooo.tons, valued at £I,BOO, to assist the control scheme by sale and repurchase as the market price ascends and descends.
