(Received January 27, at 1 a.m.) A message from Worcester (Massachusetts) states that General Johnson alleged m a speech to-night that 90 per cent, of the complaints about small business concerns being oppressed emanated from establishments which declared that “ to survive we must exploit the workers.” He said that the N.R.A. would fight the exploiters of labour, and he revealed that the President approved of a plan to establish a separate board to investigate legitimate complaints from small business men.
