MODERNISING PLAN HUGE EPENDITURB. Press Association—By Telegraph—Copyright. PARIS, January 19. The Ministry of Public Works, as a result of the Lagny disaster, has devised a scheme for borrowing £35,000,000 to finance an - eight-year plan for modernising the national railways. The sum of £22,000,000 will be spent bn increasing , th© tracks to four in the neighbourhood of big towns, and the rest upon more metal coaches and an improvement in signalling.^
