(Reeived January 19, at 1 a.m.) The ‘ Daily Telegraph ’ says Earl Stanhope (Under-Secretary for War) will succeed Captain R. A. Eden as Under-Secretary for Foreign Affairs, and Lord Strathcona will succeed Earl Stanhope. [Captain Eden is now Lord Privy Seal, with a seat in the Cabinet.]
