FOUL BLOWS NEW RULES FRAMED. • _ SYDNEY, January 18. Owing to the frequency of foul blows at recent boxing contests at Sydney Stdaium, resulting in a premature ending to several important contests, and complaints by spectators, the committee of the National Boxing Club of Australia has framed drastic rules empowering a referee to determine whether a foul blow is intentional, careless, of unavoidable, and recommend tho whole or any portion of the prize-money to be withheld from the offending boxer.
