Urging British initiative, it asks: “Cannot the Government get back the position from which success at once seemed in sight? What is the best offer that the Cabinet is prepared to make to Germany now? Cannot it either by the excellent old diplomatic method of circular despatch or by a statement at Geneva declare to the world what it believes would be a fair solution of tho deadlock? Prevision and courage alone can now prevent the wreckage of a practical and noble plan. Cannot tho Cabinet decide to-day to demonstrate to the world that it possesses these qualities?”
