THE VATICAN CONCORDAT PAPAL MEMORANDUM AGREED TO Press Association—By Telegraph—Copyright. LONDON, September 12. (Received September 13, at 10 a.m.) The British United Press Vatican City correspondent says that Germany, besides ratifying the concordat, pledged herself to carry out the Papal memorandum insisting on no racial discrimination against Jews who arc bap : tised into Christianity. The memorandum also demands that Jews ho treated with humanity in accordance with the principles of Christian charity.
