NO RECOURSE TO ARMS
russq-italian pact Press Association—By Telegraph—Copyright. ROME, September 3. The pact between Italy and Russia is identical with the pact between France and Russia, except that it does not define an “ aggressor,” and provides that the signatories will have no recourse to arms under any circumstances. Aggression by ono of tho signatories against another State permits denunciation of the pact. Tho signatories agree not to participate in commercial or political agreements prejudicing either.
