The navy spokesmen condemn the mischievous propaganda regarding Japan embarking on naval competition, leading to war with America. He said the reports of strained relations featured in the vernacular Press were ridiculous and harmful. Japan’s building was essentially a protective measure, prompted by the largo expansion of the programmes of other countries.
