JAPAN'S PEACE PLAN ANOTHER CONFERENCE SUGGESTED Press Association—By Telegraph—Copyright BANFF (Alberta), August 23. British dominions bordering on the Pacific will be asked to participate in a conference of Pacific Powers if the Japanese peace plan becomes an actuality. The draft scheme, the Japanese admitted, named only Great Britain, hut it was quickly recognised that all the dominions had been overlooked, and the Japanese declared their readiness to amend the draft proposals to include the dominions as full treatymaking Powers with other nations bordering on the Pacific. Sir Herbert Samuel recommended the proposal. 'AGREEMENTS SUGGESTED. BANFF (Alberta), August 23. Japan stipulated for modification of Article 16 of the Covenant , of ' the League of Nations, which would impel each nation to fall into line, with a growing tendency among the nations to adopt a new conception of international sanctions, and might help to make tho League more universal. She also recommended consultation among the Pacific Powers at a conference, which might aid in restoring disturbed relationships and re-establishing the basis of international co-operation among the nations of the Pacific area. She suggested that Pacific agreements be organised between the United States, Russia, Japan, China, France, and Great Britain.

Tho Japanese urged that the existing provisions for alterations in the status _ quo should be implemented, and outlined a draft pact of security which would include many of the provisions of the existing treaties and the Hoover-Stimson doctrine of non-recognition.]
