In the House of Commons Sir Bolton Eyres-Monsell informed Mr Louis Smith that it was hoped that the Jackson contract for the Singapore naval base would be completed in September and the remaining works four years thereafter. It would be used as a fuelling, storing, and repair base. There was no indication that a squadron would be permanently stationed there. The base was within the limits of the China command.
