EMPIRE AGREEMENTS
PROFESSOR KEITH'S VIEWS Press Association- -By Telegraph—Copyright LONDON, October 22. Dr Arthur Berriedale Keith, in a letter to the ‘Scotsman,’ says: “Interimperial agreements are as binding as foreign treaties, and it is equally deplorable if the contract is broken. For this reason the Government should not pledge itself if it cannot reasonably expect to perform its obligations regarding Ottawa. The term should not be too long, as such agreements are only valuable so long as they are welcome to the mass of the people here and in the dominions.”
