TENSION IN GERMANY
WAVE OF UNEASINESS "0N VERGE OF CIVIL WAR" Press Association—By Telegraph—Copyright. BERLIN, June 21. (Received June 22, at 12.45 p.m.) A wave of uneasiness is passing over Germany. The situation is summed up by ‘ Vowaerts ’ in the headline: ‘ On the Verge of Civil War,’ The fact that the Governments of Baden and Bavaria are defying the Presidential decree permitting the Nazis to wear uniforms, has brought tho crisis to a head. Rioting in at least a dozen centres has resulted in hundreds of persons being wounded. Tho Republicans accuse the Nazis of conducting a reign of terror, while the Nazis declare that the Communists are provoking the disturbances. Tho widespread fighting has placed the Government in a most difficult position, as it is anxious to avoid an aggravation of territorial antagonism and has accordingly called a conference of the steventeon States to-morrow, which may result in the proclamation of a state of emergency throughout Germany. This would place the country under modified martial law, but it is particularly aimed at the South German States. The Hitlerites are bringing heavy pressure to bear on the Government to enforce Federal authority ’in the so-called rebellious States.
