LEGISLATIVE COUNCIL [Phr' United Press Association.] WELLINGTON, May 9. The Legislative Council met at 2 p.m. The Thames Borough Commissioner Bill was received from the House of llepresontatives and read a first time. The Council rose at 8.5 p.m. until 10 a.m. to-morrow. HOUSE OF REPRESENTATIVES Governor-General’s Message introduced the Thames Borough Commissioner Bill, which makes provision for the appointment of a commissioner to have temporary administration of the Borough of Thames in accordance with an agreement made between the Thames Borough Council and its deben-ture-holders. The Bill was put through all stages and passed. The amendments made by the Legislative Council in the National Expenditure Adjustment Bill were agreed to. The third reading speeches on the Finance Bill were then continued, and the Bill was put through all stages and passed,
