CUSTOMS AUTHORITIES HELPLESS LONDON, April 20. Airplane smugglers are at work in Britain. This much has already been discovered. The smuggling airplanes come from the Continent, flying high and not showing navigation lights. They are hoard, but seldom seen. Their base is near Nieuport, Belgium; their smuggling takes place on the lonely oast coast between Fclixtowc and Foulness Sands, at tho mouth of tho Thames. Most of their cargoes are of drugs, silk di ■esses, saccharine, cigars, and perfume. It is the easiest way of smuggling known. But only now lias the expense of buying airplanes been justified by the profits. They are stupendous. This is what happens: A seaplane, flying blind by night, lands in a quiet bay on the coast, drops its cargo in watertight packages into tho sea, and loaves a small buoy to mark the spot. Then it flics home. Nex; night a motor boat comes out and brings tho cargo ashore. Until an air police force ia_ formed tho Customs are helpless against the smugglers.
