Mr Stevens declared that both countries were anxious to render the treaty effective as soon as possible. IRISH FREE STATE. DUBLIN, April 30.—The Abolition of Oath Bill was read a second lime by 77 votes to 71. INCOME TAX BY INSTALMENTS. The Premier announced to-day that the annual Taxation Bill.will be submitted to the House next, week, and that a clause would be introduced with the Finance Bill inaugurating the practice of paying income tax on the instalment basis, as is clone in Great Britain.—P.
